Student Trainee (Program Analyst) - Department of Housing and Urban Development

Summary

This position will serve as a student trainee and will receive training in analytical methods used to develop objectively based information in support of administrative and programmatic planning, development, evaluation, and managerial decision-making. On-the-job training assignments provide a practical understanding of the organization, programs, policies, and objectives of the agency as well as furnish experience in the application of principles, procedures, and work techniques.

Salary: $47,369 to $67,628 Per Year

Locations: Four vacancies in Chicago, Illinois and Kansas City, Kansas

Duties
As a Student Trainee (Program Analyst), you will:
  • Perform work in an entry-level capacity, involving developmental assignments designed to develop broader and more in-depth knowledge and skill needed to perform higher-level assignments.
  • Perform work as a part of a team in conducting and performing analysis and advisory assignments related to the effectiveness of programs of the assigned organization.
  • Assist in the preparation of background information and supporting documents for use in the preparation of proposed guidance and materials.

    Pathways Internship Program Requirements:

    If selected, you MUST:

    1. Sign a Pathways Internship Program agreement;
    2. Provide official documentation of enrollment every semester while in the program;
    3. Notify the agency of any change in enrollment status and/or work schedule;
    4. Provide official documentation verifying at least a half-time course load as defined by the educational institution; a less than half time schedule is permitted during the final term;
    5. Provide official documentation verifying good academic standing by maintaining at least an overall 2.0 GPA or higher (on a 4.0 scale);
    6. Participate in Department mandatory training classes or programs as required;
    7. Prepare and implement an Individual Development Plan (IDP) for appointments exceeding 90 days; AND
    8. Perform successfully the assigned duties listed in the position description.

    Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

    Key Requirements:
    • Must be U.S. Citizen or U.S. National.
    • Subject to a Trial period for the duration of the Pathways Student Trainee Program appointment.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Public Trust - Background Investigation will be required.
    • Obtain and use a Government-issued charge card for business-related travel.

    Qualifications

    You must meet eligibility and qualification requirements by the closing of this announcement.

    Specialized Experience: For the GS-7 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized Experience for this position includes:

    Drafting and preparing reports and responding to inquiries in oral and written communication.; OR Using automated systems and computer applications, software, and social media to research and communicate information.

    OR Education: You may substitute education for general or specialized experience as follows: One full year of graduate level education in a related field, or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

    OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.

    Experience may have been gained in either the public, private sector or volunteer serviceOne year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Education

    Pathways Student Internship Program Education Requirement:

    A. Must be a current student at an accredited high school (public or private) or in a home-school program*; college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, or trade school; advanced degree programs; or other qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled) pursuing a qualifying degree or certificate. *Secondary home-school curricula must be recognized by the State or local government oversight agency.

    B. You must maintain student eligibility and enrollment for the duration of the internship. If you do not maintain eligibility and enrollment, you are ineligible for this program. Please review the "REQUIREMENTS" section of the vacancy announcement to ensure that you qualify to apply to this internship.

    C. Every semester, you must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale.
