Summer Planning Internship, Village of Carpentersville, Illinois

Position/Title: Planning Intern

Status: Seasonal; non-exempt 

Union: Non-union 

Starting Pay: $15.00 per hour +/-, depending on qualifications

The Planning Intern assists the Senior Planner with performing a variety of routine and complex technical  and professional work related to current planning. The Planning Intern assists with verification of  compliance with zoning, signage, and related code provisions, policies, agreements, rules, and  regulations. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist Senior Planner and Community Development Director with the review and coordination of the  Village’s Comprehensive Plan Update; participate in meetings with planning committee stakeholders. 
  • Assist Senior Planner with conducting field inspections, signage inspections, and verification of  development projects’ compliance with Development Standards and Design Guidelines.  
  • Assist with timely plan reviews for zoning compliance. 
  • Provide professional customer service in responding to inquiries related to zoning regulations and related ordinances. 
  • Communicate (verbally and in writing) and interact professionally with members of the public in the  field, at the permit counter, over the phone, through email, and by other means of correspondence.  
  • Perform research of historical documentation and assemble data for studies, surveys, and reports. 
  • Assist with organization and maintenance of central filing system for Subdivision Plats and associated Covenants, Conditions, and Restrictions. 
  • Assist with preparation of Village GIS maps. 
  • Maintain a courteous and respectful attitude and represent the Village in a positive and professional  manner to all persons. 
  • Establish and maintain cooperative working relationships with coworkers and the public. 
  • Assist other Community Development staff members as needed. 
  • Perform other related duties and special projects as assigned.

The employee must  occasionally carry, lift, push, or move up to 50 pounds from a standing or bent over position. Specific  vision abilities required for this position include close and distant visual acuity, color vision, peripheral  vision, depth perception, and the ability to adjust focus. 

WORK ENVIRONMENT

The work environment is a typical office environment requiring use and operation of general office  equipment. There may be high dust levels in work area on occasion. The noise level in the work  environment is quiet to moderate. Employee must have the ability to concentrate in an active work  environment, multi-task to assist various requests by staff and public, and address work interruptions by  public seeking assistance. 

SUPERVISORY 

The Planning Intern works under the supervision and direction of the Senior Planner and Community  Development Director, and does not have supervisory responsibilities. 

QUALIFICATIONS

Education and/or Experience 

Graduation from high school or GED equivalent is required. The employee must be pursuing a  bachelor’s or master’s degree in land use planning, municipal or urban planning, public administration,  or a closely related field at an accredited four-year college or university. 

Certificates, Licenses, Training 

A valid State of Illinois Driver’s License is required upon hire. Knowledge or general understanding of  land use and zoning regulations, and the role of municipal codes and ordinances. 

Attendance Requirements 

The Planning Intern is a seasonal position. Attendance is required for up to 40 hours per week,  Monday through Friday, between the hours of 9:00am – 5:00pm. 

Machines, Equipment, Software 

The machines, tools, equipment and software that are used when performing the essential functions  of this job include a personal computer, Microsoft Office Suite, permitting software, various other  computer software programs, printer, copier, scanner, fax, calculator, multiple phone line system, GIS,  and a motor vehicle. 

Language Skills 

Ability to read, comprehend, summarize, and compose moderate to complex correspondences,  instructions procedures, detailed plans, and blueprints. Ability to effectively communicate and/or  present information in one-on-one and small group situations. Ability to understand and carry out oral  instruction. Ability to communicate clearly, concisely and legibly, both verbally and in writing. Ability to  establish and maintain cooperative working relationships with employees, residents, property owners,  contractors, design professionals, public officials, and the public. Ability to produce or obtain reports,  graphs, or charts. 

Mathematical Skills 

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent. 

Reasoning Ability 

Use of cognitive ability to reason, analyze and verbalize thoughts and ideas. Ability to express  cognitive ability in spoken and written form. Ability to apply logical understanding to carry out

instructions furnished in written, oral or diagram form. Ability to deal with, troubleshoot and resolve  problems in typical and atypical situations. Ability to analyze situations, problems, and data, and to  exercise sound and independent judgment in drawing conclusions and making decisions.
