Part-Time Community & Economic Development Coordinator City of Des Plaines

Who: City of Des Plaines – Community and Economic Development Department

What: This part-time position assists Community and Economic Development (CED) Department staff with various tasks including: planning and zoning related matters, maintaining databases, record keeping and filing, reviewing building permits and Planning and Zoning Board Application requests, front counter related tasks, modernizing codes and policies, and assisting with other CED related responsibilities. This position works under the general supervision of the Economic Development Coordinator/Development Manager.
Examples of Duties include:
  • Assists with administering and updating zoning and subdivision regulations. 
  • Assist with preparing staff reports for the Planning and Zoning Board. 
  • Assist Planner I and Associate Planner with building permit and zoning application reviews. 
  • Assists Associate Planner with Community Development Block Grant administration. 
  • Assist CED Staff with data entry, permit coordination, answer CED related inquiries in-person or over the phone and general office/administrative tasks. 
  • Provide assistance to business and property owners in the planning and coordination of the zoning, building and the general permitting process. 
  • Gather information, conduct research, prepare reports, and make recommendations to further the City's community and economic development goals and objectives. 
  • Assist CED staff with various multi-department projects. 
  • Assist the Economic Development Coordinator by working on business retention, relocation, or expansion activities within the City. 
  • Assist with the City's Business Assistance Program. 
  • Maintains a strong working relationship with the general public, businesses, development, real estate community, media, etc.
Qualifications:
  • A High School Diploma or equivalent along with 3 years of administrative experience preferably in a related field. Coursework or a degree in Urban Planning is a preferred qualification. 
  • Ability to be a self-starter and problem-solver, someone who brings focus to the work at hand and is able to resolve problems using the resources at her/his disposal. 
  • Ability to present well, communicate and interact effectively with a broad/diverse range of individuals. 
  • Ability to follow oral and written direction from supervisor and follow all City/Departmental Policies & Procedures. 
  • Demonstrated proficiency in MS Office Programs demonstrated by superior work products (written correspondence, presentations, data collection, etc.). 
  • Ability to learn software programs used in the performance of duties. 
  • Ability to work an established schedule and adhere to deadlines. 
  • Ability to focus on detail and follow up on unresolved items. 
  • Working knowledge of subdivision, professional planning and zoning procedures. 
  • Working knowledge of community and economic development roles and responsibilities. 
  • Working knowledge of building, urban design, landscape architecture and planning as they apply to properly assessing projects. 
  • Working knowledge of the methods and techniques of statistics and technical writing standards as applied to planning studies. 
  • Working knowledge of GIS applications. 
  • Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public. 
  • Ability to plan, schedule, coordinate, monitor and implement multiple planning programs and projects simultaneously. 
  • Requires frequent use of a personal computer, including word processing, spreadsheet, and GIS programs; telephone, copy machine and fax machine.
